Abstract

Following the article on the pitfalls of implementing urban planning in Kinshasa, the present study in turn analyzes the use of the devices mobilized by the actors during the urban production process and gives a lecture on the resulting urban fabric. In a context marked by difficulties in mastering and controlling the urban development of the city of Kinshasa, new challenges appear and generate new forms of governance often held as "informal".
While there is a certain disintegration of the State which would not be able to conduct urban planning and regulation and at the same time a permanent negotiation between the actors of town planning, of land, ..., in a context postcolonial, this article explores the interactions between official logics (urban planning instruments) and social dynamics (the city appropriated by the inhabitants).
It clearly shows a hybrid in the use of devices by actors (public and private). But rather than entering into a deplorable urbanism through what is generally described as chaos, the informal and an absence of urbanism, this study reflects prospectively on the real urban fabric and not that idealized by first suggesting place the search for the understanding of the land and real estate activity and this urbanism in the hands of intermediaries with a view to the co-production of instruments adapted to this urban reality and to its daily management.
